I see you've used photoshop. I like photoshop but for hand painted things it can be harder to use than a more painterly piece of software if you're not using the right kind of brushes. I usually use SAI for painterly kind of stuff. I can send you a copy if you like.
The eyes individually have a really nice soft painterly style to them it's quite appealing.
I think the biggest issue you have here is structuring the face properly. The eyes don't seem to line up if you try drawing a line looping around the head. I'd start off with a simple line sketch and don't be afraid to rub out huge parts of the drawing if they're just not working. Try looking at real faces and structure your face based on that using points like the centre of the face and brow line to anchor all the other bits.
The colours area really kind of poppy and bright. It's nice but understand when to use what colours. The first thing to do would be de saturate the whole image just to look at it and see if it looks right tonally. The light to dark. Try using higher contrast in areas you want to stand out like the eyes. I'd probably choose a more toned down colour for most areas and throw in some bright highlights.
